Profile Of Engr (Chief) Benedict Ukpong,[ (FNSE), National Commissioner, National Population Commission (NPC)]



Born on August 9th, 1962, the Urue Offong/Oruko LGA born engineer began his education at St. Patricks Primary School, Mbokpu Eyokan Oron where he got his First School Leaving Certificate (FSLC) in 1974. He proceeded to Methodist Boys High School, Oron where he got his West African School Certificate (WASC) in 1980.
Highly intelligent, versatile and adventurous, in 1981, he got his General Certificate of Education (GCE), from the School of Art and Science (SAS), Uyo. Ukpong graduated in 1986 from the University of Nigeria, Nsukka where he bagged an Engineering degree in Civil Engineering. His quest for higher education took him to Olabisi Onabanjo University, Ago Iwoye, where he got an M.B.A in Business Administration, in 2004 as well as an M.Sc, in Water Resources and Environmental Engineering (WREE), from the Ahmadu Bello University Zaria in 2006.
A man of amazing humility and uncommon civility, he started his professional career in 1986 as a Pupil Engineer at the Plateau Directorate for Integrated Rural Development (PDIRD), Military Governors Office, Jos, where he was responsible for design, supervision of construction of rural roads project in Plateau State. He was Civil Engineer 1 at Jos Metropolitan Development Board, in charge of the preparation and analysis of tender documents for civil engineering projects, Supervision of roads and drainage works within Jos metropolis
In 1990, Engr Benedict Ukpong served as Senior Civil Engineer at Jos Metropolitan Development Board, and was responsible for checking of structural designs and drawings for approval by the board and Traffic Planning and Management within Jos Metropolis.
Known for his premium on professionalism and excellence, great capacity for work and prodigious energy to organise, surpervise and coordinate, from August 1990, he served as Senior Civil Engineer, Department of Engineering Services, Federal Capital Development Authority (FCDA), Abuja, in charge of supervision of engineering infrastructure to Garki 2, Gudu and Asokoro S/W Extention districts as Resident Engineer in charge of final engineering designs and drawings prior to commencement of construction works, assisting the Chief Resident Engineer in the management of Garki 2 district and Gudu district infrastructure projects.
He was Principal Engineer (Civil) Department of Engineering Services, 1994-1996, Federal Capital Development Authority (FCDA), Abuja, coordinating various units in the projects, including staff matters and management of Ad-Hoc projects such as civil works to public buildings.
As Principal Engineer (civil)/Chief Resident Engineer (TMCA), Department of Engineering Services (FCDA), Abuja, he was supervising and managing of infrastructure facilities such as roads, water supply, parking lots, storm water drainage, fencing and toilets to the temporary market at central area of Abuja as Chief Resident Engineer.
Between 1997 and 1999 as Chief Resident Engineer, FCDA, he was in charge of supervision and management of phase 1 of road traffic (MLA/VIO) building at Mabushi district of Abuja and infrastructural facilities such as access road, water supply, storm water drainage, foul network, parking lots and was in charge of Preliminary engineering design and preparation of tender documents for the provision of engineering infrastructure to the proposed legislators quarters at Mabushi district of Abuja. He designed, supervised and managed the engineering components of the construction of presidential accommodation for security staff of the presidency at Asokoro District of Abuja as the Chief Resident Engineer.
In 2001 as Chief Engineer (civil)/Asst. Chief Resident Engineer, he assisted in the design, supervision and management of the provision of engineering infrastructure to Apo Replacement Housing located at Zone A1, A2, A3, B, D, and D extension in Gudu district of Abuja.
He was also responsible for the preliminary design, the survey and soil investigation for the provision of engineering infrastructure to the redesigned former site of Abuja Polytechnic in Garki 2, liaising with relevant agencies such as NEPA, NITEL and FCT Water Board to ensure success of the project.
Between July 2004 and April 2005 as Assistant Director/Chief Resident Engineer (Katampe District Extension) Dept. of Engineering Services, FCDA, Abuja he was in charge of Katampe district extension infrastructure which involved the supervision and management of the infrastructural facilities in the district. The project area is a residential district for foreign diplomats in Abuja capital city.
Between January, 2009 and December 2014, he was Deputy Director, Water & Sewage Division, Department of Engineering Services, FCDA, Abuja in charge of coordinating and administering all various Engineering Infrastructure Project under Water & Sewage Division of Engineering Services Department, FCDA and headed several departmental and ministerial technical committees. Despite his achievements, he remains an epitome of humility, simplicity and grace.
Engr. Benedict Ukpong, voluntarily retired from the Federal Capital Development Authority (FCDA), Abuja, on 22nd December, 2014 to contest the 2015 general elections as the Deputy Governorship candidate under the platform of the All Progressive Congress (APC) in Akwa Ibom State.
Despite the prevailing political situation in Akwa Ibom state during the 2015 general elections, his performance was outstanding as he successfully delivered his Local Government Area state constituency to the APC. Engr. Ukpong has strong leadership and, excellent coordination ability as well as, interpersonal and communication skills.
In addition to his engineering activities, he is seriously involved in community development services as community leader which was noticed by the Council of Oro Traditional Rulers (COTR) who conferred on him the honorary title of Nta-Nta Oro. He is a registered engineer with the Council of Registered Engineers of Nigeria (COREN) and Member, Nigeria Society of Engineers and
Fellow, Nigeria Society of Engineers.
He has served as Vice President and President, Akwa Ibom Community Abuja,President, Mbokpu Eyokan Development Union (MEDU), Abuja branch (1999-2005), Vice president General, Mbokpu Eyokan Development Union (MEDU) (2002- 2000), President, Oron Development Union, Abuja branch (1989-1990), President, Oron Development Union, Jos branch (1990-1991), Member, Akwa Ibom State Indigenes Association, Jos (1988-1990)
He is also credited for the provision of three Transformers to Mbokpu Eyokan group of villages, 2014, Sponsorship of Adult Education Class through Etienam Nwanise Foundation (ENF) in Mbokpu Eyokan, 2013, provision of solar-powered borehole to Mbokpu Eyokan Health Centre, 2013, provision of scholarships to indigents students of his community through Etienam Nwanise Foundation (ENF) since, 2010.
In recognition of his immense contributions to the upliftment of humanity, he bagged several awards such as Award of Excellence in 2012 by Oron Union, Abuja Branch, Award of Excellence, 2009, 2010 and 2012 by the National Association of Akwa Ibom State Student, University of Abuja, Award of Excellence, 2011 by Mbokpu Eyokan Development Union (MEDU), Lagos Branch, Award of Excellence, 2010 by the National Association of Akwa Ibom State Student, Federal University of Technology, Minna, Niger State, Award of Excellence, 2011 by the National Association of Akwa Ibom State Student, Federal Polytechnic Nasarawa, Nasarawa State, Award of Chieftaincy title of Nta- Nta Oro by the Council of Oro traditional rulers (2010).
Others include, Award of Excellence, 2003 by the Akwa Ibom Youth Forum, Abuja, Award of Certificate of Honour for meritorious service and selfless devotion, by the National Association of Cross-river State Students (NACRISS) and the Oron Development Union, Award of Prize for being the best class 5 Chemistry student of the Methodist Boys High School, Oron (1980), Award of Science Fair Certificate for Outstanding Performance in Exhibition titled Water Problems solved by Science Teachers Association of Nigeria (STAN) (1979), among others.

He was nominated in 2016 as a member of the board of the National Population Commission (NPC) by President Mahammadu Buhari, a nomination that got the blessings, approval and confirmation of the Senate of the Federal Republic of Nigeria in line with compliance to constitutional requirement. Engr Ukpong is a devoted Christian of the Roman Catholic faith and is happily married to Dr.(Mrs.) Ini-Abasi Ben Ukpong. The marriage is blessed with five children.
